talk to the frog / Help / Agressive behavior issues?

I added a male to my 2 females today, and just a bit ago, I noticed some noises coming from the aquarium, so I got up to look, and he had her 2 back legs pinned in his grasp, dragging her under the water. She was noticably squirming trying to get away, and get some air. Is this normal mating procedure, or is he being a bully? Should I interfere if it happens again, or just let them go? I definately dont want him to drown her. Any tips?

We need to know what species the frogs are for starters. Also what is the set up like? How deep is the water?
